Change in the minds of the bureaucracy to take academicians in confidence for the missionary mode -- (Dr.) M.M.Goel

Dabwali- “To provide life insurance for the future of Haryana through education with efficiency, sufficiency and equity, the enhanced allocation of Rs 5946.29 crore is the commitment for inclusive growth but calls for change in the minds of the bureaucracy to take academicians in confidence for the missionary mode of the drastic changes in the system , time and again which is essential for smooth sailing of educational reforms without any agitations from the vested interests” opined Professor (Dr.) M.M.Goel Chairman, Dept. of Economics, Kurukshetra University , Kurukshetra here today. He was delivering the extension lecture at D.A.V. College for Girls on the topic ‘ Haryana Budget 2010-11: An Academic Response”. To enhance sugarcane production in Haryana, the proposal of a technology mission on sugarcane is alright along with enhanced cane prices for early, mid and late varieties to Rs 210, Rs 205 and Rs 200 per quintal for the crushing season of 2010-11 but we need to announce procurement price by all the sugar mills in advance instead of announcing the so called bonus which has no meaning and rationale being done separately causing heart burning among the sugarcane growers. In general, there is a strong case for announcing procurement prices by all the agencies including Commission on Agriculture Costs & Prices( CACP) in addition to Minimum Support Prices (MSPs) for various products as used to be the practice earlier in old good days for buffer stocks by the FCI etc. To create road map for sustainable inclusive growth in agriculture sector, we need to be pragmatic in replacing lip service to the farmers by concrete plan of action, said Professor Goel who is the convener intellectual Cell of Haryana Pradesh Congress Committee. The target of making Haryana a power surplus state appears to be ambitious without public cooperation who needs to adopt zero tolerance against power theft inspite of the augmentation and up gradation of the transmission network with doubling the availability to all the sectors of the economy through 20.6 percent increase in the resource allocation of Rs. 4642.71 crore during 2010-11,believes Professor Goel To ensure intra- generation and inter- generation spatial equity, the express corridor in PPP mode with a mixed model of Build Operate & Transfer(BOT) (Toll) and BOT (Annuity) deserve a pat on the back of the congress leadership under Ch. Bhupinder Singh Hooda who needs time to relook the HUDA for Haryana Rural Development Authority (HRDA) for removing regional imbalances in the State, said Professor Goel.

Earlier Dr.Meenu Jain HOD economics introduced & welcomed Professor Goel. Ms Anita Moudgil, Ms Suman Sidhu and Mr. Kapil Batra were present on the occasion.
