बीडीपीओ कार्यालय डबवाली का मामला -: जेई ने एस्टिमेट पर किए एसडीओ के फर्जी साइन ! पंचायतीराज विभाग के एसडीओ ने मांगा स्पष्टीकरण

पंचायतीराज विभाग के एक कनिष्ठ अभियंता पर गांव खुईयांमलकाना व बनवाला के प्रस्तावित कार्यों के एस्टीमेट पर एसडीओ के फर्जी साइन किए जाने का मामला सामने आया है। विभाग के एसडीओ ने इस बारे में कनिष्ठ अभियंता (जेई) को फर्जी साइन बारे स्पष्टीकरण मांगा है। नोटिस में हरियाणा सिविल सेवाएं नियम (2016) के तहत अनुशासनात्मक कार्रवाई किए जाने की चेतावनी दी गई है। पंचायतीराज विभाग के एसडीओ की ओर से विभाग के जेई संदीप कुमार को भेजे गए नोटिस में कहा गया है कि बीडीपीओ कार्यालय डबवाली के सहायक जसबीर सिंह द्वारा गांव खुईयांमलकाना के प्रस्तावित कार्यों के एक लाख 91 हजार रुपये से अधिक के एस्टीमेट की नोटिंग मंजूरी के लिए एसडीएम डबवाली से मंजूरी के लिए पेश की। नोटिंग का निरीक्षण करने दौरान यह पाया गया कि एसडीओ के हस्ताक्षर फर्जी किए गए है। जोकि एक गंभीर वित्तिय अनियमितता है। नोटिस में कहा गया है कि इस बारे में अपना स्पष्टीकरण दें अन्यथा उच्चाधिकारियों के समक्ष अनुशासनात्मक कार्रवाई के लिए लिखा जाएगा।

एक्सईएन ने भी जारी किया नोटिस

पंचायती राज विभाग के कार्यकारी अभियंता (एक्सईएन)की ओर से भी पंचायतीराज विभाग के जेई संदीप कुमार को नोटिस जारी किया गया है। जिसमें गांव बनवाला निवासी टेक सिंह के घर से लेकर गूगामैडी तक आईपीबी गली निर्माण का लगभग 11 लाख रुपये का एस्टीमेट पेश किया गया है। बीडीपीओ डबवाली कार्यालय की ओर से इस कार्य के टेंडर के लिए अनुरोध किया गया है। जबकि एस्टीमेट की जांच में पाया गया कि विभाग के एसडीओ के साइन फर्जी किए गए है। जोकि गंभीर अनियमितता है। नोटिस में कहा गया है कि किन कारणों की वजह से उन्होंने अपने स्तर पर एसडीओ के साइन किए है। एक्सईएन की ओर से दो दिनों के भीतर स्पष्टीकरण मांगा गया है। साथ ही उच्चाधिकारियों को कार्रवाई के लिए सीधे तौर पर लिखने की चेतावनी दी गई है।

जेई के कामकाज पर सवालिया निशान

गांव खुईयामलकाना व बनवाला का मामला एक्सपोज होने के साथ ही जेई संदीप कुमार के समूचे कार्यकाल पर सवालिया निशान लग गए है। मामले की उच्च स्तरीय जांच किए जाने की आवश्यकता है कि आखिर किन वजहों से एक जेई द्वारा अपने आला अधिकारी के फर्जी साइन किए गए? फर्जी साइन करने से किसके हित साधे जा रहे थे? जेई को फर्जी साइन करने से क्या हासिल हो रहा था? इन दो गांवों के कार्यों में ही फर्जी साइन किए गए या अन्य जगहों पर भी फर्जी साइन किए गए? पूरे मामले में आपराधिक मामला दर्जकर उच्च स्तरीय जांच करवाए जाने की आवश्यकता है।

In the notice sent by the SDO of Panchayati Raj Department to JE Sandeep Kumar of the department, it has been said that the SDM for noting approval of the estimate of more than one lakh 91 thousand rupees for the proposed works of village Khuiyanmalkana by Jasbir Singh, assistant of BDPO office Dabwali. Submitted for approval from Dabwali. During inspection of the noting it was found that the signature of the SDO has been forged. Which is a serious financial irregularity. It has been said in the notice that give your explanation in this regard, otherwise it will be written before the higher authorities for disciplinary action.

XEN also issued notice

A notice has also been issued by the Executive Engineer (XEN) of Panchayati Raj Department to JE Sandeep Kumar of Panchayati Raj Department. In which an estimate of about Rs 11 lakh has been presented for the construction of IPB street from village Banwala resident Tek Singh's house to Googamadi. A request has been made for tender for this work on behalf of BDPO Dabwali office. Whereas in the investigation of the estimate, it was found that the signatures of the SDO of the department have been forged. Which is a serious irregularity. It has been said in the notice that due to which reasons he has signed the SDO at his level. Explanation has been sought from XEN within two days. Along with this, the higher officials have been warned to write directly for action.

Question mark on the functioning of JE

With the expose of village Khuiyamalkana and Banwala, the entire tenure of JE Sandeep Kumar has been questioned. There is a need to investigate the matter at a high level that for what reasons a JE got the fake signature of his superior officer? Whose interests were being served by signing forged? What was being gained by fake signing JE? Fake signings were done in the works of these two villages or in other places also fake signings were done? There is a need to register a criminal case and get a high level investigation done in the whole matter.
