ਸ੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ,18 ਜੂਨ, (Dabwalinews.com ) ਗੂੰਗੇਂ ਅਤੇ ਬੋਲੇ ਨੌਜਵਾਨ ਹਰਦੇਵ ਸਿੰਘ ਪੁੱਤਰ ਤਾਰ ਸਿੰਘ ਵਾਸੀ ਲੁਬਿਆਨਿਆਵਾਲੀ ਨੂੰ ਜਬਰੀ ‘ਸੀਰੀ’ ਬਣਾ ਕੇ ਰੱਖਣ ਤੇ ਮਾਂ-ਪੁੱਤ ਦੀ ਕੁੱਟਮਾਰ ਕਰਨ ਦਾ ਮਾਮਲਾ ਪੰਜਾਬ ਰਾਜ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਕਮਿਸ਼ਨ ਦੇ ਧਿਆਨ ‘ਚ ਆਇਆ ਹੈ।ਸਿ਼ਕਾਇਤ ਕਰਤਾ ਬਲਜੀਤ ਕੌਰ ਪਤਨੀ ਤਾਰ ਸਿੰਘ ਕੌਂਮ ਮੱਜਬੀ ਸਿੱਖ ਵਾਸੀ ਪਿੰਡ ਲੁਬਿਆਨਿਆਵਾਲੀ ਤਹਿਸੀਲ ਤੇ ਜਿ਼ਲ੍ਹਾ ਸ੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ ਨੇ ਸਿ਼ਕਾਇਤ ਦੀ ਕਾਪੀ ਬਲਦੇਵ ਸਿੰਘ ਪੁੱਤਰ ਮੁਖਤਿਆਰ ਸਿੰਘ ਰਾਹੀਂ ਪੰਜਾਬ ਰਾਜ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਕਮਿਸ਼ਨ ਦੇ ਮੈਂਬਰ ਡਾ.ਤਰਸੇਮ ਸਿੰਘ ਸਿਆਲਕਾ ਤੱਕ ਪੁੱਜਦਾ ਕਰਦਿਆਂ ਕਮਿਸ਼ਨ ਦੇ ਧਿਆਨ ‘ਚ ਲਿਆਂਦਾ ਹੈ ਕਿ ਉਸ ਦੇ ਬੇਵੱਸ ਅਤੇ ਲਾਚਾਰ 32 ਸਾਲ ਦੇ ਬੇਟੇ ਨੂੰ ਪਿੰਡ ਦੇ ਹੀ ਇੱਕ ਜਿੰਮੀਦਾਰ ਟੱਬਰ ਵੱਲੋਂ ਜਬਰੀ ਬੰਦੀ ਬਣਾ ਕੇ ਉਸ ਤੋਂ ਸੀਰੀ ਵਜੋਂ ਕੰਮ ਲੈਣ ਲਈ ਉਸ ਨਾਲ ਅਣਮਨੁੱਖੀ ਵਿਵਹਾਰ ਕੀਤਾ ਜਾਂਦਾ ਹੈ।ਸਿਕਾਇਤ ਕਰਤਾ ਨੇ ਡਾ. ਸਿਆਲਕਾ ਨੂੰ ਦੱਸਿਆ ਕਿ ਬਚਪਨ ਤੋਂ ਲੈ ਕੇ ਹੁਣ ਤੱਕ ਜਿੰਮੀਦਾਰ ਪਰਿਵਾਰ ਨੇ ਮੇਰੇ ਪੁੱਤ ਨੂੰ ਨਾ ਹੀ ਕੋਈ ਪੈਸਾ ਦਿੱਤਾ ਹੈ ਨਾਂ ਹੀ ਉਸ ਨੂੰ ਕਿਸੇ ਹੋਰ ਜਗ੍ਹਾ ਕੰਮ ਕਰਨ ਲਈ ਜਾਣ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ।

ਬਲਜੀਤ ਕੌਰ ਨੇ ਕਮਿਸ਼ਨ ਨੂੰ ਦੱਸਿਆ ਕਿ ਮੈਂ ਆਪਣੇ ਪੁੱਤ ਨੂੰ ਪਿੰਡ ਦੇ ਜਿੰਮੀਦਾਰ ਦੇ ਘਰੋਂ ਚੁੱਪ ਚਪੀਤੇ ਲਿਆ ਕੇ ਕਿਸੇ ਹੋਰ ਥਾਂ ਤੇ ਕੰਮ ਤੇ ਭੇਜ ਦਿੱਤਾ ਸੀ ਤਾਂ ਜਿਸ ਜਿੰਮੀਦਾਰ ਨੇ ਮੇਰੇ ਬੇਟੇ ਨੂੰ ਬਚਪਨ ਤੋਂ ਬੰਧੂਆਂ ਮਜ਼ਦੂਰ ਬਣਾ ਕੇ ਰੱਖਿਆ ਹੋਇਆ ਸੀ। ਉਹ 3 ਮਹੀਨੇ ਪਹਿਲਾਂ ਮੇਰੇ ਘਰ ਆਇਆ ਤੇ ਆਉਂਦਿਆਂ ਸਾਰ ਹੀ ਮੇਰੇ ਗੁੰਗੇਂ ਤੇ ਬੋਲੇ ਪੁੱਤ ਨੂੰ ਕੁੱਟਣਾ ਸੂਰੂ ਕਰ ਦਿੱਤਾ, ਜਦੋਂ ਮੈਂ ਉਸ ਨੂੰ ਜਿੰਮੀਦਾਰ ਤੇ ਤਸ਼ੱਦਦ ਤੋਂ ਬਚਾਉਂਣ ਲਈ ਅੱਗੇ ਹੋਈ ਤਾਂ ਉਸਨੇ ਉਸੇ ਤਰ੍ਹਾਂ ਹੀ ਮੈਂਨੂੰ ਵੀ ਬੁਰੀ ਤਰ੍ਹਾਂ ਕੁੱਟਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ। ਜਦੋਂ ਰੌਲਾ ਪਾਇਆ ਤਾਂ ਮਹੱਲੇ ਵਾਲਿਆਂ ਤੋਂ ਡਰਦਾ ਉਹ ਭੱਜ ਗਿਆ।

ਉਸ ਨੇ ਕਮਿਸ਼ਨ ਕੋਲ ਇਹ ਵੀ ਸਿ਼ਾਕਇਤ ਕੀਤੀ ਕਿ ਮੈਂ ਮੌਕੇ ਤੇ ਪੁਲੀਸ ਥਾਣਾ ਸਦਰ (ਬਰੀਵਾਲਾ) ਵਿਖੇ ਦਰਖਾਸ਼ਤ ਦਿੱਤੀ ਸੀ,ਪਰ ਅਜੇ ਤੱਕ ਮੇਰੀ ਕੋਈ ਸੁਣਵਾਈ ਨਹੀਂ ਕੀਤੀ ਗਈ ਹੈ ਜਦੋਂ ਕਿ ਉਹ ਜ਼ਿੰਮੀਂਦਾਰ ਹੁਣ ਫਿਰ ਤੋਂ ਮੇਰੇ ਪੁੱਤ ਨੂੰ ਜਬਰੀ ਆਪਣੇ ਡੇਰੇ ਤੇ ਲਿਜਾਣ ਲਈ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਿਹਾ ਹੈ।ਪੀੜਤਾ ਬਲਜੀਤ ਕੌਰ ਨੇ ਦੱਸਿਆ ਕਿ ਉਕਤ ਜਿੰਮੀਦਾਰ ਸਾਡੇ ਤੇ ਦਬਾਅ ਬਣਾ ਕੇ ਸਾਡੇ ਤੋਂ 31000 ਰੁਪਏ ਵਸੂਲਣਾ ਚਾਹੁੰਦਾ ਹੈ ਜਦੋਂ ਕਿ ਬਚਪਨ ਤੋਂ ਲੈ ਕੇ ਅਕੇ ਤੱਕ ਮੇਰੇ ਪੁੱਤ ਦੀ ਮੇਹਨਤ ਦੱਬੀ ਬੈਠਾ ਹੈ।

ਪੰਜਾਬ ਰਾਜ ਐਸ ਸੀ ਕਮਿਸ਼ਨ ਨੇ ਲਿਆ ਸ਼ਿਕਾਇਤ ਦਾ ਨੋਟਿਸ ਕਮਿਸ਼ਨ ਦੇ ਮੈਂਬਰ ਡਾ. ਸਿਆਲਕਾ ਨੇ ਸਿ਼ਕਾਇਤ ਦੀ ਕਾਪੀ ਸਿਕਾਇਤ ਕਰਤਾ ਤੋਂ ਪ੍ਰਾਪਤ ਕਰਦੇ ਹੋਏ ਪ੍ਰੈਸ ਨੂੰ ਦੱਸਿਆ ਕਿ ਕਮਿਸ਼ਨ ਕੋਲ ਜੋ ਮਾਮਲਾ ਸ੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ ਜਿ਼ਲ੍ਹੇ ਦਾ ਆਇਆ ਹੈ ਰੌਗਟੇ ਖੜੇ ਕਰਨ ਵਾਲਾ ਹੈ।ਉਨ੍ਹਾ ਨੇ ਦੱਸਿਆ ਕਿ ਲਿਖਤੀ ਸਿ਼ਕਾਇਤ ‘ਚ ਇੱਕ ਮਾਂ ਨੇ ਆਪਣੇ ਪੁੱਤ ਨੂੰ ਬੰਧੂਆਂ ਮਜ਼ਦੂਰੀ ਤੋਂ ਮੁਕਤ ਕਰਾਉਂਣ ਲਈ ਕਮਿਸ਼ਨ ਦੀ ਸ਼ਰਨ ‘ਚ ਆਈ ਹੈ ਅਤੇ ਖੁਦ ਨਾਲ ਹੋਈ ਜਿ਼ਆਦਤੀ ਦਾ ਖੁਲਾਸਾ ਕੀਤਾ ਹੈ।ਸਿ਼ਕਾਇਤ ਕਰਤਾ ਨੇ ਸਥਾਨਕ ਪੁਲੀਸ ਅਤੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸਾਸ਼ਨ ਨੂੰ ਵੀ ਉਕਤ ਮਾਮਲੇ ‘ਚ ਸਵਾਲਾਂ ਦੇ ਕਟਿਹਰੇ ‘ਚ ਖੜਾ ਕਰ ਦਿੱਤਾ ਹੈ।ਪੰਜਾਬ ਰਾਜ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਕਮਿਸ਼ਨ ਦੇ ਮੈਂਬਰ ਡਾ. ਤਰਸੇਮ ਸਿੰਘ ਸਿਆਲਕਾ ਨੇ ਪ੍ਰੈਸ ਨੂੰ ਦੱਸਿਆ ਕਿ ਪੀੜਤਾ ਸ੍ਰੀਮਤੀ ਬਲਜੀਤ ਕੌਰ ਦੀ ਸਿ਼ਕਾਇਤ ਤੇ ਐਸ ਼ਐਸ ਪੀ ਸ਼੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ ਨੇ ਕਸੂਰਵਾਰ ਧਿਰ ਖਿਲਾਫ ਹੁਣ ਤੱਕ ਕੀ ਕਰਵਾਈ ਕੀਤੀ ਹੈ ਦਾ ਪਤਾ ਲਗਾਉਂਣ ਲਈ 10 ਜੁਲਾਈ 2021 ਨੂੰ ਕੀਤੀ ਗਈ ਵਿਭਾਗੀ ਕਾਰਵਾਈ ਦੀ ਸਟੇਟਸ ਰਿਪੋਰਟ ਮੰਗ ਲਈ ਹੈ।ਇੱਕ ਸਵਾਲ ਦੇ ਜਵਾਬ ‘ਚ ਡਾ ਸਿਆਲਕਾ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਸੰਗੀਨ ਮਾਮਲੇ ‘ਚ ਜਿ਼ਲ੍ਹਾ ਪੁਲੀਸ ਦੀ ਭੂਮਿਕਾ ਦੀ ਸਮੀਖਿਆ ਕਰਨ ਤੋਂ ਬਾਅਦ ਹੀ ਕਮਿਸ਼ਨ ਅਗਲਾ ਰੁੱਖ ਅਖਤਿਆਰ ਕਰੇਗਾ।ਇਸ ਮੌਕੇ ਡਾ.ਸਿਆਲਕਾ ਦੇ ਲੋਕ ਸੰਪਰਕ ਅਫਸਰ ਸਤਨਾਮ ਸਿੰਘ ਗਿੱਲ,ਪੀ ਏ ਸ਼ਿਵਜੋਤ ਸਿੰਘ ਆਦਿ ਹਾਜ਼ਰ ਸਨ।

The case of freeing the deaf and dumb son from the 'clutches' of the landlord

The Punjab State Commission for Scheduled Castes has come to the notice of Hardev Singh, son of Tar Singh, a deaf and dumb youth, forcibly keeping a resident of Lubianiawali as a 'Siri' and beating his mother and son.

Complainant Baljit Kaur wife of Tar Singh Kaum Majbi Sikh resident of village Lubianawali Tehsil and District Sri Muktsar Sahib brought a copy of the complaint to the notice of the Commission through Baldev Singh son of Mukhtiar Singh while reaching Punjab State Commission for Scheduled Castes Member Dr. Tarsem Singh Sialka. His helpless 32-year-old son was forcibly taken prisoner by a landlord of the village and treated inhumanely to get him a job as a slave.

Complainant "Since my childhood, the landlord family has not given any money to my son and he is not allowed to go anywhere else to work," he told Sialka.

Baljit Kaur told the commission that I had secretly brought my son from the house of the village zamindar and sent him to work in another place, the zamindar who had kept my son as a bonded laborer since childhood. He came to my house 3 months ago and as soon as he came he started beating my deaf and dumb son. When I came forward to save him from the landlord and torture, he started beating me badly in the same way. When he heard the noise, he ran away in fear of the locals.

He also complained to the commission that I had lodged an application at Sadar (Bariwala) police station on the spot, but no hearing has been held so far as the landlord is now trying to forcibly take my son back to his camp. Is doing

The victim Baljit Kaur said that the said landlord wanted to collect Rs. 31000 from us by putting pressure on us while my son's hard work has been suppressed since childhood.

Notice of complaint taken by Punjab State SC Commission

Commission member Dr. Receiving a copy of the complaint from the complainant, Sialka told the press that the matter which has come before the commission from Sri Muktsar Sahib district is a matter of concern. She said that in the written complaint, a mother had exempted her son from bonded labor She has come to the shelter of the commission to get it done and has exposed the atrocities committed against her.

The complainant has also questioned the local police and the district administration in the matter.

Member of Punjab State Commission for Scheduled Castes Dr. Tarsem Singh Sialka told the press that on the complaint of the victim Mrs. Baljit Kaur, SSP Mr. Muktsar Sahib has sought the status report of the departmental action taken on July 10, 2021 to find out what action has been taken against the guilty party so far. Replying to a query, Dr. Sialka said that the commission would take the next step only after reviewing the role of district police in this serious matter.
